What changes

The Measures for Labeling AI-Generated Synthetic Content and mandatory standard GB 45438-2025 apply. Every provider of generation and synthesis services in mainland China must add an implicit label in file metadata (an "AIGC" field) (Measures Art. 5). Where the generated content may cause public confusion or misidentification (Deep Synthesis Provisions Art. 17(1), applied by Measures Art. 4), providers must also add a label people can see or hear on generated text, images, audio, video and virtual scenes, and keep it in files users download or export. Distribution platforms must read that metadata and flag AI content, app stores must check labelling, and labels may not be removed or forged. Watermarks are encouraged, not required.

What to do

Add an AIGC metadata field to every generated file. Where your outputs may cause public confusion or misidentification (Deep Synthesis Provisions Art. 17(1)), also add a visible or audible label for each output type. Describe your labels in the user agreement, and keep logs of any output given without the visible label at a user's request for at least 6 months.

China AI-generated content labelling checker (Measures for Labeling AI-Generated Synthetic Content (Guo Xin Ban Tong [2025] No. 2) and GB 45438-2025). 4 questions, no sign-up and nothing saved: your answers live only in the address of this page, so you can bookmark or share the result. It covers the labelling Measures and GB 45438-2025 only, not China's filing and security-assessment duties. The visible or audible label (Measures Art. 4, including in downloaded or exported files) is required where the generated content may cause public confusion or misidentification (Deep Synthesis Provisions Art. 17(1)); the metadata label (Art. 5) applies to every provider.

The questions

Do you provide online information services to the public in mainland China that generate or synthesise text, images, audio, video or virtual scenes (services covered by China's algorithm-recommendation, deep-synthesis or generative-AI rules)?
Do you also run a platform that distributes other people's content, or an app store, in mainland China?
What does your service generate?
Can users download, copy or export the generated content?
